I have a 1996 Buick Roadmaster and when I turn the key to start it the radio and all the electricity works fine, but the engine won't turn over. At first it was making noises like it wanted to turn over, but after a few tries it stopped making that noise and now it's just silent. I tested the starter, and they said it's turning over fine. What else could it be?

Check your battery first! Before you waste a lot of time, make sure your battery is charged and getting charged properly. Check your cables too for corrosion around the post on the starter and the battery posts. This is your obvious checks first. If not any of that, you need to find out if you are getting your voltage to the to the contacts of your solenoid. But if it sounded like it wanted to start, now nothing, your battery might be dead. Don't use the fact that your radio and other lights come on as a test. It doesn't take nearly as much current to power your accessories as it does to turn over your starter motor with an engine load on it.
battery terminals. they could be corroded or loose . the starter has to have enough juice to turn the engine over.you can,t go by the radio and stuff like that. it takes more juice to crank the engine then it does to operate a radio.
it could be the key is bad, if im guessing right for that car. it should have a black chip in the blade of the key that might be bad, or the wires could have been cut, in the mechanical works of that lock in the column.
if not the starter or bad battery you have a loose or bad connection on one or the other.
