`I believe so,' Alice replied thoughtfully. `They have their tails in their mouths--and they're all over crumbs.'
`You're wrong about the crumbs,' said the Mock Turtle: `crumbs would all wash off in the sea. But they HAVE their tails in their mouths; and the reason is--' here the Mock Turtle yawned and shut his eyes.--`Tell her about the reason and all that,' he said to the Gryphon.

Alice has stated that she has often seen them at Dinner (or something to that effect) and the Mock Turtle has misinterpreted this to be a place and not a meal. By "all over crumbs" she means that they're breaded...dipped in egg or something than dipped in bread crumbs before being cooked.
Alice has only seen them prepared for (din)ner, with crumb coating on them.
It means she saw them covered with crumbs... probably how they were prepared to eat.
