I was told that I would get at least 20 hours at Carl's Jr. I was hired, then a new manager stepped in and for 1 1/2 months, I was told I couldn't work because she didn't have the password into the system. When I finally was able to work, she gives me 6 hours a week, but sends me an hour to an hour n a half early. My friend says it's just because I'm new, but is this normal?

No, that's not normal. It sounds to me like for whatever reason they have decided that they don't want you as an employee. They don't want to come right out and fire you, because that could raise problems with unemployment benefits, wrongful termination lawsuits, and other unpleasantness. So instead they just cut your hours down to next to nothing and hope you'll get disgusted and quit.
How would 6 hours a week be worth it anyway? Think about it: gas, wear and tear on your car, YOUR time lol....Plus, fast food sucks, I work at McDonalds.
When I was first hired in though, I was given 40 hour weeks right away and I loved it and I still get 40-50 hours in. They do try to screw you over but don't let them, just confront them in the nicest way you can about it.
Yeah, I've seen stuff like that happen too often. They are probably already overstaffed and have to have so many people on their payroll. To be honest though I don't know how people put up with it. I would go and find another job.
