The party is Feb 21st. We live a small apartment with no rec room. Based on previous parties for my 3yr old we expect 21-31 adults & 14-23 kids ranging in age from less than a year to 7 years old. We realize a 1 year old's party is for the guests more than the birthday boy, but there will obviously be many kids there & we want the birthday boy to be able to crawl around so no Chuck E. Cheese or Boomers. We do not know anyone who can loan us their home. We do not want to risk the park in February. Our budget for a room rental is about $100. We realize nowhere is going to have "clean" floors and expect to put down our own large blankets or tarps or something for him to crawl on.

Update:I was concerned about the weather in February not the safety of the park.

Check with your local park district, they often have party rooms to rent and provide climbing toys and other items for younger kids. Usually are reasonable and you bring in your own food.
If you belong to a church, they may have a rec room they will rent out for cheap.
Or you can keep the party very small and have it at home- or have several small parties.
