Was a few months behind on rent,then their was a notice on door(addressed to Landlord)that bank was seizing the apartment. Is this my fault? / Am I liable? or is this the Landlord's issue?
Your rent arreras and the LL's financial issues are not related as far as the law goes.
But yes, if you haven't paid rent, it's possible he hasn't been able to pay his mortgage. Your failure to pay is no different than your employer failing to pay you.

It's the landlord's issue (although if he was relying on the rent to pay the mortgage it may be your fault)
Your rent is due to whoever owns the property, so if the bank now owns it you need to speak to them about your lease
