They are both good. WGI is geared for high school drumlines as most of the participants are high schools from around the country. They are independent groups that have the same age group requirements as DCI (up to age 21). these groups are the ones I believe you are referring to. Some are definitely as good or better than DCI groups, but generally DCI groups spend much more time together and learn to play as group. Which makes them work out all the individual glitches throughout the season. The WGI world lines would rather not have to deal with individual problems because they have a short time to learn their show.
To try and answer your question:
The percentage of great drumlines is greater in DCI than in WGI, BUT WGI has some amazing drumlines, including high school lines.
Once you get into the independant divisions at WGI, they are the same drum lines as DCI. The different corps' drumlines do WGI.
