Is there a site that explains how to create a website for complete beginners who have absolutely no experience in the area whatsoever? Or even a good free host with some good site building features.
freewebs.com is a free web site that l ets you build a generic site with no knowledge.
To build a real site you need at least a working knowledge of HTML. If you want it to be currently valid you also need knowledge of CSS. If you want the site to do anything you need a knowledge of computer programming, and you have to know at least javascript. A knowledge of PHP and SQL would would also help.
(That's why people get paid for developing web sites.)

There's information on this all over the Web; check out some of the info at http://www.w3schools.com/ . Also check out books such as HTML for Dummies.
