JMU is a pretty good school. It's becoming more recognized and it's public as well, so it's not very expensive. It is a big party school though (I see that as a plus), but if you get passed all that it's a great school. Great campus, really good academic programs, great sports. It has it all. A couple of my friends go there, both had 4.0s, and they love it.
University of Mary Washington is also a pretty good school. It's lesser known and it's a much smaller school, it kind of has a private school feel to it, but many of the students who go there are students who couldn't get into UVA or William and Mary.
University of Richmond is also a relatively good school. It's private, so it's pretty expensive.
There's also George Mason University, located in northern VA just about 45 min from DC. This school is also getting more nationally recognized. It has a really good Economics program.. The only con would probably be that it is known as a commuter school, many of the students live in northern VA so they don't stay on campus.
