yes they can....ancient japanese rely on animals to predict earthquakes.....some animals go out of their resting place when they sense it...but it is an instinct...still,though.
I personally believe that they may have more aware senses than we do, however, I don't think that they know exactly what may or may not happen. I don't know, just me :)

It's a terrible irony if they can, because not having the power of speech wrecks the early-warning benefits.
They're able to predict when it's gonna rain, so they might be able to sense earthquakes. I'm not entirely sure, though.
