Now I would definetly agree that the tear release mechanism would be triggered underwater. And of course, if you are sad you could be crying.
But...
Will tears come out?
It is hard to notice because crying is not a voluntary action and we don't have any feedback mechanism.
I would suspect that the water pressure around the eyes would in fact prevent the tears being secreted.
You can but it would be harder. U would have to come out to take deep breaths. There would be bubbles lol and you won't really be able to tell if ur crying.

But seems like you will be suffering more than be crying...
ya but no one can tell if u r crying because u can't listen there.

but whether you can tell or not is a different matter.
i'm pretty sure you'll eventually drown..
