Visit Ebay. There are a couple of sellers in particular that I use and trust. Both of these sellers carry a great selection and get quite a bit of pro-return gear. I have purchased from both of these stores and have been very happy with them.

I don't really know what kind of competition you are going up against, but for young kids, Tour makes a very cheap pad that will at least get the job done. You shouldn't use those if you are over the age of 11 though, because the kids can shoot hard enough to hurt you. If you need something better, I would recommend trying out some used Brian's pads, those are on the cheaper side, but still very good quality.
If you're not too picky about what you're getting and don't need to try anything on, Ebay is better than one might think.
What I think is funny is that one of the best hockey stores in my area (central Pennsylvania) is this bike/hockey shop run by a bunch of Amish people. Not that I have anything against the Amish, it just always strikes me as odd that some of them have such a great hockey store.
in Eureka, there is consignment sports where there is very cheap but quality goalie equipment. Also go to hockeymonkey.com or www.hockeygiant.com or even www.hockeylax.com good luck dude
