The other day, I dropped my Xbox while it had GTA: San Andreas in it. The console itself didn't break and still works, but I tried to play the game again, and it just sat on a black screen. It still reads the game like normal, it just doesn't work. The disk also has a perfectly round circle scratch type thing on it. If anyone knows how to fix this, please tell me. I really love this game and this is the second copy i've had (The first one stopped working) and i really don't want to buy a another one. Here's a picture:

It's ruined. You can conact Microsoft XBOX people. They have a service where you can exchange broken disks.

You can try bring it to GameStop and see it can be resurfaced (basically the employee will strip the plastic layer off and then buff it till it's clear.

Xbox 360's, when dropped while operating, will completely destroy a game. That dull little circle you see on your disc means your Xbox 360 fried it. There is no fix. You have to get a new one.
I know this because my friend ruined three copies of the same game, back to back, on the same day. And they had the exact same mark you describe, and were from him or his dog kicking his xbox over while it was running. He was livid.
Perhaps you should start taking better care of your games and/or console's.
I had the same exact problem a few years ago. It was a new game and I kind of just traded it for another. You could try to do the banana peel/ toothpaste methods.
