An undergrad nursing student is a student who is enrolled in a BSN nursing program and has not yet graduated. 'Undergraduate' refers to a student who is in their first 4 years of college and working towards earning an undergraduate degree - a Bachelor's degree.
A graduate could be one of two things. . . a graduate of a nursing program has completed their undergraduate degree and they hold their Bachelor's degree.
A graduate STUDENT is a student who is enrolled in a graduate level program - meaning they are working on a Masters degree or a Doctorate degree, or a PhD degree. They hold their undergraduate Bachelors degree already and are pursuing further education and training to become more specialized in their field. Nurses who want to become Nurse Practitioners or Certified Nurse Midwives or Certified RN Anesthetists etc. must go through a graduate level program.
If you're working on a bachelors degree, you are an undergraduate student. A graduate student already has a bachelors measure and is engaged on a masters or PhD. You'd be an undergrad.
The only difference is now the graduate can take the NCLEX-RN exam and then apply for a state license once they pass NCLEX-RN. An undergraduate cannot take NCLEX until they are about to graduate or have already graduated from an RN program. And they cannot apply for a state license since they haven't taken and passed NCLEX yet.
