The new manager of a restaurant where my daughter serves made one of the girls pay for a tab that one of her tables skipped out on today. We believe this is illegal, but don't know who to report it to.
In the United States that is illegal in almost every circumstance. Your state will have a Labor Bureau who will take such reports and enforce the law, and get her money back.. However I would not count on her working there much longer. She should report it AND start applying elsewhere a.s.a.p.
Please note it is illegal to force her to pay for it... But not to disciple her for it, if collecting money is party of her job. Disciple can include firing.
If there is something in the employee agreement paperwork that says she agrees to pay a table that walks out then you have nothing to stand on. However, if she didn't then you can take it to small claims court.
First find out what paperwork she signed upon being hired, if there is no paperwork stating that she needs to pay for people who skip out on their bill then you can go see an attorney that gives free no-obligation consultations and ask how you do this. Get all the free answers you can and do it yourself. You don't have to know legal mumbo jumbo to go to court and win.

That's ridiculous. She needs to get her money back right away, and then leave that place.
