I want to spray a dark wash denim tote bag with bleach to get a cool design. I did it on a scrap piece of jean and it looked cool. But does bleach wear the denim out?
Yes...not really a good idea for a tote bag since you will be putting things in it that could put pressure on the bleached area. It does thin the material and the more it is washed, even with out anymore bleach, the weaker the fabric will get. your best bet is to get some acrylic or textile paint to do something similar with.
That spot will wear out faster than the rest of the garment, because the bleach weakens the fibers. But it should last through lots of wearings and washings before you notice it.
Dylon used to do a jeans fading kit that doesn't damage the fibers of the fabric. I can't find it, but try a google search... You need something like this rather than household bleach.

Only if you use bleach on it regularly. Bleach is tough on all clothes but just to spray to get a design should be OK.

Yes, it eats up the fabric makes it thinner, it may not at first but in time it does.
