the drip pan satys full with warm water. and also noticed warm water coming out the side of the house. what could be my problem. i dont think there should be any water in the pan. but im a new home owner. so please help.

No there should not be any water in the bottom of the pan. There is a drain valve at the bottom, make sure that's not leaking. It's also possible that the bottom has rusted out and has a hole underneath that you cannot see. But keep the pan dry so it doesn't rust. But water heaters are not that expensive(about $100) and very easy to install. Kinda like a washer. If you turn off the water to check it out flip the breaker to the heater. Don't have the heater on with no water in it, it will be useless. Good luck
The drip pan is an emergency overflow problem and is telling you that there is a problem. Now where is it coming from is the next question you need to ask. It could be an old tank and the liner has rusted and now leaking down to the bottom or if it's an overflow of forced water coming out then you need to find the power and turn the heater off because it is a very dangerous appliance, Not to scare you but they have been known to blow up so take this very seriously. Is the water coming out of the side of the house a slow leak or a steady flow. These are all indicator. Be careful and good luck.
You have a leak. That is not normal. There is a good chance (keep your fingers crossed) that it is just in the pipe, or in the fitting that goes into the water heater tank. That is an easy fix (cheap). But, like all things, water heaters leak eventually, and they can't be fixed, just replaced. If it is a new house, check with your home warrantee, it should be covered. If the heater is new (check the manufacture date on the lable) it might be covered by the water heater company. If not, you are looking at a $400 repair.
Get this taken care of immediately, because if it decides to go, you are looking at a huge, 50 gallon cleanup. Ever seen what happens when water gets into sheetrock?

I think your water heater is ready to be replaced. Check the valve near the bottom of the tank first. Start shopping before it is too late.
That is a sign the tank is rusting through and is ready to rupture, You need a replacement.
