i tested the battery, i replaced the starter.
when i turn the key the engine turns slow and sounds weak and weird.
something in pulleys?? belts??
if timing was off wouldn't engine still crank strong and fast??
if it was plugs or wires/ distributor engine would still crank strong and fast correct??
99 nissan altima....it's NOT the battery.

ALL NISSAN ALTIMAS and MAXIMAS will CLOG up inside from BAD oil changes and poor oil choices they require only full SYNTHETIC OILS, but the change will last 3-4 times LONGER! use a GOOD MOTOR FLUSH and then use MOBIL ONE "0" series oil, AS IN 0w-30or 0w-20! It is LIKELY that your engine bearings are NOT coated with the proper lubrication! ALSO if your AIF/FUEL mixture is going south, you wil make MORE carbon and it wil lodge in the PISTON RING matrixes. TAKE $20 to the local QUICK LUBE and have the THROTTLE BODY and the IDLE AIR CONTROL VALVE cleaned up to NEW condition. I use AMSOIL POWER FOAM for this job! POWER WASH the engine as well to remove SALT DEPOSITS and road debris from engine! Make it LOOK as good as possible POWER wash the space between the radiator and the a/c condenser where LEAVES, seedlings, paper, and insect bodies have collected over time! Have batery DOUBLE CHECKED for free at any AUTO ZONE! But the REAL issue is most likelyl SLUDGE in the engine and engine bearings! AMSOIL will earn you a 25k mile oil change interval. There are MANY OI LCOMPANIES that mak engien oil with geuine NISSAN speificagtions and adities ! The name NISSAN will appear on the LABEL< as in "meets NISSAN specification number so-and-so" ALL OTHER OILS should be SHUNNED and AVOIDED!
If the starter and battery is good then make sure all connections between the two are good. A weak connection can cause this effect. If that's not it then something is dragging on the motor. Could be a pulley or even the power steering pump or a/c compressor. It could also be something as simple as having oil that is too thick for the engine. Any nissan regardless or year make or model should not have oil thicker than 10w-30. Check with your local auto parts store to find out what type it calls for and go with what they tell you. 5w-30 is the best all around oil to use. If you vehicle calls for it then use it.
Slow cranking is the battery, the battery connections or the starter, that's all that's involved with the starting of the engine.
Not the plugs, wires, belts, antifreeze or anything else.
