If he's talking about the base color coat in a two stage base/clear type finish.
He can sand it at any time it will sand and can be resprayed as many times as needed.
Depending on temperature, I'd wait at least 24 hours. If the runs are big and have a heavy edge, put a piece of masking tape above and below the edge of it. Then take a piece of 1000 grit and a block and sand the run till its dull. Then take a single edged razor blade over it till the razor blade touches the tape. Scrape it at an angle to keep from gouging the paint. After the blade edge is rubbing the tape, remove the tape and block it with the 1000 grit and soapy water. When the dark edge of the run is gone, step up the grit of paper to 1200. Then 1500 and then buff and polish. If your going to apply more coats, you will have to sand the entire panel to be painted. If you block it all with the 1000 grit, you will get a smoother finish.
Do you mean single stage? It depends on the temperature as to how fast it cures, you can shave off those runs with a razor blade before you start sanding.
wait until its dry enough to touch with your hand and not get any on you.... then you can sand it gently to where the paint evens out into the little scratches... then apply the second coat and repeat, then do it as many times as you need, 3 times minimum ..... good luck hope my answer helped
