The Forte brakes are fine. They are a bit on the heavy side but they will work with a Dart 3 just fine as the 74mm is standard and these brakes are made for that 74mm mount. I do believe they even come with the 53mm conversion too...not sure since I havent looked at them in quite some time but I do know you will be fine! These brakes will do you fine if they meet your budget and based on the sale price of $70 for the pair how can you go wrong?...They do have the IS mount with them. Good enough to start with until you can move up to a good pair of XT or Saint brakes or Avid juicy Ultimate. Those BB7s Trek linked to are much better but you obviously need a 160mm rotor?
Good starter brakes. If you want something that's better, try Avid Juicy. Depends on your money availability I guess. Also, try to find out how hard it is to adjust - some of the cheaper ones are tricky, and some of the more expensive have easy dials that you can adjust.
