How did succesive British Government under Queen Victoria ......?
How did successive British Government under Queen Victoria manage to avoid the revolution and all the associated problems that many Continental powers were afflicted with during her reign?
Greater stability offered by a democratic system, and freedom of the press. The democratic system allowed citizens to have their views aired in parliament, through the ballot box; and in newspapers. In other countries citizens weren't allowed to speak this way - Democracy was limited, so was freedom of the press; especially in Austria and Germany - so the only way people could express their views was through violence.
