Is there a universal way to understand puns?
Or does it take years of literature and common knowledge, and a knowledge of the time of the writer, their style, and period that they were in?
I heard this one today, "A rapier flew."
Or, "Sword Soars."

Your second sentence is correct. Puns can only be understood when the person reading them draws from the same social context, time and place that the writer hails from.
The two puns you listed are not puns, they are called a "play on words"
