The mind can be YOUR best friend or worst enemy. If it is so strong that it tells you to do bad things which harm yourself and others then it's your enemy. At that time the mind is so strong that we believe it. It controls the intelligence and makes us do stupid things. The mind should be controlled by the intelligence instead.
On the positive side a strong mind is a disciplined mind. Either way it is strong. Wild animals are strong but can be harnessed and trained to work and use their strength positively. Or else they may cause some destruction. Their trainer may be likened to intelligence.
I think of it in a few different ways. First there is the sense in which mental activity can be strengthened by exercises. A math class is like using one machine at the mental "gym" and a philosophy class is like using a different machine, etc. In this sense, a strong mind is one that is able to accomplish a lot in various types of mental activity -- analytical, creative, philosophical, persuasive, symbolic, etc.
There is another sense in which a strong mind is one that is able to think independently. It takes courage to trust one's own thoughts and conclusions. Like animals have claws, teeth, fur, etc., humans have a brain. It is our primary survival organ, yet so many people allow others to tell them how to believe, etc. Someone with a strong mind has the courage to seek out answers on his/her own rather than accepting dogma.
Apart from the ability to absorb knowledge, learning in various fields, a strong mind knows how to create the proper conditions that will bring into his life the things and events that he sets his mind on. I'd call it "directive thought" by which you can steadily establish what you want in life and build on that for a greater future.
In order to strengthen the mind, always complete whatever task you started, then move on to the next mini-challenge in life. Before sleep, take a review of the day's activities and see where you can improve your actions and thoughts for next time.
