It costs more than a penny to make a penny and transporting the millions of pounds of coins that are almost worthless is ridiculous. Nickels have a higher nickel content than dimes and quarters, so it costs more than a nickel to make a nickel.

The only practical solution is for the government to declare that all the pennies are now worth 5 cents, and stop making nickels. That way all the pennies will come out of their jars and drawers as people make a small windfall. The nation will then have enough coins. The nickels will all dissapear into coin collections. When you pay a bill in cash you just round to the nearest denomination of 5 cents (like you do in many countries). The new pennies will just say 5 cents.
