I'm in beginning Spanish year two at my school. I can read/write Spanish just fine, but listening is a whole other spectrum. I just can't decipher the words very well, even when people talk very slowly. Is this normal, and what can I do to improve my lack of understanding?

yeah thats totally normal. most people feel the same way in the beginning levels of spanish. two things that i did to help me were to watch spanish movies with spanish subtitles on, and to listen to spanish music (i used juanes and shakira) and look up the lyrics after i listened to the songs a few times. hope it helps you too!
I completely agree with Wahoova, that's what I did when I was learning English as a second language. I'm a native Spanish speaker. I have to say my language is really tricky, the grammar specially. Listening takes a LOT of practice, movies with Spanish subtitles, songs, there are also CD-ROMS for Spanish in libraries that you can practice with.
its normal, just get lots of listening practice in. music, watch spanish television. ( down jlc's internet tv or go to http://www.antena3.com/teleporlared/ for example )
