I saw a young budgie with blue cere and whitish ring around the nostrils. I think he was a boy since boy budgies have blue cere, but why did he have white colour around the nostrils? Could it be he was too young?
I need pictures and/or websites with different budgies to help me identify the gender of all ages of budgies(male, female, baby male, baby female, breeding adults) and with some exceptions like the recessive pied budgies.
I know there are atleast 2 types of budgie sizes. The common big ones and the smaller ones like my recessive pied budgie. Can you give me more details?

as for budgie sized are you rereferring to the orOriginaludgie sized vrs the english budgie
siizes if you are the added wringle in this in a number of breeders use the larger
english to spike up their flock

Yes, it probably was too young. They must be at least 6 months old for you to be sure. Baby males and baby female parakeets look exactly the same (with a lightish-brown or pink cere), so I doubt it would be very interesting to see any pictures of them. Male and female budgies look the same when they are actively breeding, so I don't think you'll see very much interesting material there either. Size variation is somewhat normal, but there are commonly two different breeds of budgies: the larger ones are English budgies, and the smaller ones are the more common species. English budgies tend to have very short lifespans.
I don't think you can identify a baby budgie's gender. Maybe the budgie was sick and it caused its cere to be blue with white. Here's a good website: http://www.budgieplace.com/mf.html
