I believe he lived in Bern Switzerland working at the Swiss Patent Office.
It was published as part of the Annus Mirabilis papers in the Annalen der Physik scientific journal. It believe the publisher was actually German. The E=mc^2 paper was delivered on 9/27/1905 and published on 11/21/1905.
