It makes no difference really, if you are referring to an angle at which the bomb is dropped.
For latitudes and longitudes, however, I would say degrees, minutes (and possibly seconds) are more conventional.
For angles in degrees and minutes, 2 places of decimals are more accurate than an integer number of minutes.
However, with seconds included, you need 4 places of decimals to be more accurate.
When answering questions on here, I now tend to use decimals, as they are more convenient with calculators. When I was at school and calculators didn't exist, we used trigonometric tables which were all in degrees and minutes.
