You need to make it visual. Get out 6 objects (6 pennies, 6 blocks, or anything that is the same). Have her count the items. Have her put the items into 3 equal piles. Explain that that is what division is. Count one of the piles and she has the answer.
She needs to learn het times tables and maybe she is a visual learner. Try providing visuals and try other methods. Remember just because she doesnt know it doesnt mean shw is mentally challenged, maybe she just didnt learn it teach her several times if problem continues then maybe something is wrong.
