Well, just let your sister know she is beautiful in her own way. Umm for the hair on the legs, there are other ways than just shaving, what about the 'Veet' or 'Nair' creme stuff (sorry don't really know what it's called) which you can buy from the supermarket, or waxing (painful!!).

If she is scared to shave using a razor, suggest her using Nair or something of that sort. It's a hair removal cream that you leave on for approx. 4-5 mins and rinse off. There ususally aren't any side effects unless she has very sensitive skin, and even then she can do a "test patch" on a small portion of her leg to make sure it won't give her any adverse reactions. Razors these days are a lot better than when I even started shaving (started at 13, now 20) so cutting herself won't be such an issue. Good luck to her!

Have you tried veet or you could take her into the bathroom and show her how to shave her legs.

Tell her to use a hair removal cream. If possible, you show her how to use it. And please check and see that she is not allergic. Also tell her to use it as less as possible.

Girls that age can be carried away to try and remove all possible hair. Do not use on her private parts.

Either "do it at home wax" or hair removal cream will work just fine.
