First, it is possible to build a decent $500 gaming PC (not including monitor). You will have to build it yourself to make it cost effective. You wont be able to just go out and buy one.
Here is a great $500 build that would play most of todays games on decent resolutions and settings, and will easily max out all console ports, including the likes of CoD:BO and NFS : HP.
For $500 you could build just the tower with an Athlon II processor, 400w power supply with the case combo, less than 500gb Hard drive and a 6750 graphics card. You'd have to build it yourself. No PC manufacturer is going to sell a system that plays games for $500.
You wouldn't get much graphics power. probably enough to play most games in DX 10 mode at medium settings.
