I had some frozen chicken which I was thawing the container broke so I tried to take off the plastic thing stuck to the bottom side of the chicken. It broke open and was a bunch of jelly. I washed the chicken off and will wash it again once thawed before cooking it. Is it still safe to eat the chicken since the plastic broke open???

The jelly like stuff under the chicken was the defrosted liquid from ice and the chicken. The plastic was probably styrofoam. Either way, as long as you don't eat the plastic or styrofoam you will be fine. In the USA, most packaged chicken sit on a piece of styrofoam that has a pad on it to absorb juices from the chicken and it is then wrapped in plastic wrap.
It is fine.
The inside of the "diaper" while not truly edible is not toxic and will not hurt you.
Do just what you did and what you plan to do. Rinse it off. Make sure you wipe down the counter and the entire sink area where you rinsed off the chicken. Use a sanitizing solution either bleach and water or another approved sanitizer.
How did you break that thing open? Was it still frozen and stuck to the chicken? Let it thaw more next time.
Since you rinsed it right away you should be fine.
