what are the rules on the length of it? and can i have it in the car? and does the handle count regarding the legal length?

The laws generally indicate that you can't conceal a knife larger than a 3 inch blade with "intent to use it on the person of another." That kind of leaves it open to interpretation. Having it in the car would be considered concealed, but you'd be fine with a swiss army knife or leatherman. Now, a double-edged dagger would be a different story. You can't probably ask a local cop for specifics.
the general rule is that the knife blade has to be under 3 inches, HOWEVER the law is ambiguous and it actually states that you cannot carry a knife over 3 inches with malicious intent
to be safe though I don't carry a knife longer than 3 inches ever, and I am an attorney and concealed pistol licensee
