Is there a Rock School anywhere in world? like a public school where you learn bass guitar, drums, rock history, rock theory, band, sound engeneering and stuff like that; like a school of music but with rock subjects? it's a serious question.

I don't know about an actual brick and mortar school. But I remember when I was in high school in the '80s I used to watch a show called Rock School. It was an instructional program that would show you the basics of playing rock and roll.
It was hosted by Herbie Hancock, but most of the "teaching" was done by a group of 3 British musicians. Each episode would have separate segments on guitar, bass and drums.
Even if you weren't trying to learn how to play, it was still entertaining just to hear the good music.
I even turned my school band teacher onto it.
Who knows--if you do some digging, maybe you'll find it on video somewhere.
In the US there is the Musicians Institute - College of Contemporary Music, located in Hollywood, CA. It has both performance programs in bass, guitar, vocal, keyboard technology and drums, as well as industry programs such audio engineering, independant artist, guitar craft and music business.
