I bought this property 3 years ago from a Management Company. The owner lived in California. The Management Co. had a new roof put on by this Maintenance Co. before I bought it and it has been leaking in the bedroom since I bought it. I just now found out after a roofer company tore off part of the roof to find the leak that it does not have any felt paper under so the whole roof is subject to leak. What do you do and who do you go after and how do I prove this Maintenance Co. put the roof on? I don't have proof that a new roof was put on.
Update:I have contacted the management company to pull the warranty that that will prove the roofer put the roof on and will go after him. Had another roofer tear off part of the roof and it has old flashing. He found the leak at the flashing & he put new flashing on it. Thanks for the answers.

You would sue the roofer, the management company, and the maintenance company for sub-standard workmanlike repairs. Let a judge sort out who is responsible.
Felt paper (tar paper) is a water and moisture barrier between the shear (wood plywood) and the shingles. It keeps condensation from rotting the under wood roof.
