Seems like almost anyone can make up a church & use it to escape tax obligations. This new California community church co- founded by Kris Jenner is an example. Her & her klan, including Kim Kardashian, often hold ebay auctions. They "donate 10%" to this same church that Kris J no doubt sits on the board. Plus this so-called church isn't a church at all! Services are conducted at a Sheraton hotel (check website-same address). What are your feelings on pop up churches with no true religious affiliation (I.e. catholic,methodist,protestant,baptist,etc)? Is this legal;is it moral?

It's like the wealthy televangelist churches that rake in millions every month but aren't accountable to anyone because the IRS has them officially listed as "churches" even though they don't hold services. The religious exemption from tax regulations is pretty easy to abuse and no one wants to be the one to order an audit of all the scams because Christians would start screaming about persecution.
Anyone can have a ministry. It is absolutely legal! Pmaxu is right it depends on the particular church whether or not it is ethical. It is not difficult to get tax exemption either. I would hold service in a hotel conference room, on the street, in the park, or wherever God chooses to lead me. I follow Jesus, not the almighty dollar like some, but that is just me.
in the united states there is something called freedom of religion
and depending on harm to others everyone has a constitutional right to start their own church
however because the Lord has said join none of them. they are all "wrong"... we should look to the one true church and become united unto the "restored" church where priesthood was restored by laying on of hands and where the church is restored again with living breathing prophets. but only ONE is needed.

What a shame the rest aren't living a life of service, but I do blame prosperity preaching for causing money to be a issue. A life of service isn't dependent upon money whatsoever.
In the same token Paul ( our policy maker ) did write in 1 Timothy 5:17-18 that the worker is worth his wage.
It's just like in rural bible belt country where there are by far more churches than there are people. Can only mean one thing: tax shelters!
I suppose that's something the IRS would investigate....any non-profit can be tax exempt, it's not just for churches
