I live in the state of Oregon, I'm renting a house and I had to notify my landlord that the lease is ending on 091911, I emailed him on 082911. He replies and agrees that it is ending soon, his second email I received today 091211, stated that he wanted to come by on 091411 to do an inspection and bring the new lease agreement. He also stated that the rent will be raised on the new lease. Without a 30 day notice, is this legal?

Yes that is legal. When a lease is being renewed any terms may be changed on the new lease. 30 days notice is only required when the lease is not being renewed. If the lease expired, went to a month to month and THEN they wanted to raise the rent then they would have to give you a proper 30 days notice of the increase.
It is legal to raise the rent on a new lease without a 30 day notice but that doesn't mean you have to sign and agree to it. You do retain the right to refuse to sign and provide your landlord with a 30 day written notice that you plan to vacate the property instead, but the rent for those 30 days needs to be paid at the past rate upfront, like any other month/
At the end of a lease most landlords do raise the rent. You can choose to accept or give notice, usually 30 days that you will be moving
