In my state, any public service employees are required to attend CPR, defibrillator, and First Aid training. You didn't mention where you are from, but I would expect most (if not all) jurisdictions to have a similar law.

I think it would depend on the agency they work for and/or the area in which they work. Bruce said his state has a law on the books that requires this knowledge, however my state does not.
