It depends. Its more of a term for defense than for offense, a tool used by the defense to determine their alingment. Certian players allign on the strong side others to the weak in a cetian alingment bassed on the offense strenght and formation. But how that is determined is entierly up to the defense.
More often then not the strenght is to the TE but it doesnt have to be. Defense often define the trips side as the strong side for the purpose and TE side as the weak side when they see a tips formation. Other times it may the how the backs are aligned that determines strength. Against balanced sets like the T formation and the Flexbone a defense may often consider the wide side of the field (often simply referred to as the field) to be the strong side. However if you can also call the short side of the field or boundary as the strength if you see a tendency of a team to run towards the boundary.
In short there is no set strong side or weak side. It is however the coach chooses to define it. But as a general rule it is where the offesne has the blocking advantage.
