N or Cl?
It isn't as simple as just the number of electrons.... but still N = 0.75 pm and Cl = 0.99pm
( where pm means pico metres )
Atoms with smaller numbers of electrons can have much larger radii.
Chlorine since it has more electrons meaning they have occupied a higher field than the electrons in the Nitrogen atom. This puts them farther away from the nucleus.
