Hi,Im buying my niece a camera (her 3rd one)I have bought her a canon camera the black expensive one,which was over 1,000$she dropped it out the window on the ferry trying to take a picture of the statue of liberty,Then i bought her a 500$sony,which got stollen from her when she left her bag in the middle of the aisle of wall greens, so as you can see shes accident prone ,and we discused how shes getting a camera under 200$ this christmas so which is brand is a good black camera,that has a great flash,good clear pictures under 200 $(and not 159 $)please maybe an estimate 150,130$camera brand,link are HIGHLY appreciated thank you :)

I just bought a Canon Powershot A1100 IS for $149.99. It is awesome! Not only you get great pictures, it is also programmable. The Sony one was of same price but wasn't programmable.
Powershot SD1200 is $25 extra and I felt it is as good as A1100 IS. You get a control over exposure, shutter, timer, etc.
Along with this, I bought 4GB memory card for $15 and a pouch for $10.
Adding takes, my bill came to $199.99. Isn't that what you are looking for?? ;)
[Next day I also bought a set of Lithium batteries. Alkaline batteries run out soon in cameras. So go for Lithium. Rechargeable ones are economical.]

what's the difference between 159 and 200? Not much. Any old camera will do for your purposes. Samsung, Fuji, Kodak, Canon sureshot, nikon coolpix, pentax optio, panasonic lumix, olympus, casio, etc. Just look online. There are too many to list here. Since your neice keeps losing them, get the cheapest one you can find. Any of the brands listed above make useable cameras.
Find a Canon or Sony, spend as little as possible.
