In my opinion, British rock. But that may just be because I'm English and Canadian, haha. I've got the bias towards the homeland from England, and the bias against America from Canada xD
I think England's just always been the birthplace of good rock and roll. The Who, The Rolling Stones, The Beatles, Led Zeppelin, Pink Floyd; most of the classic rock legends were from Britain. Punk? Sure, America had the Ramones, and as you can tell by my username I'm a massive Ramones fan, but even The Ramones had a much larger fanbase in England, and the English punks have always been a bit more into it. Not to mention, the Sex Pistols and The Clash? Even in modern rock, I find English bands, or bands from the commonwealth countries which often have a more British sound, much better. For example, The Arctic Monkeys, Oasis, Radiohead or even Jet from Australia, and Arcade Fire from Canada, in my opinion are much better than bands such as My Chemical Romance or The Foo Fighters. American rock is amazing too, I think it just depends on your style.
I think English rock has always been and will always be slightly better, just because there's more of a market there. People care about it more, therefore new bands will form and become brilliant.

America has bands like Bring Me The Horizon, Paramore, My Chem and all that yet England has Iron Maiden, Asking Alexandria and Black Sabbath. Personally, American, because in the past 20 years imo, has been some of the best for underground rock.
