My favorite island is St John USVI so I'm a little bias. Maybe because they are territories of the USA, I favor them more. St John is 75% park land. Only 2 big resorts on St John. The Westin and Caneel Bay Resort. No huge resorts lining the beaches of St John. Although Cruz Bay is not a sleepy little island town any more. It's expanding but Coral Bay the other side of the island is still a bit sleepy. (that's where I stay when I visit)
But Virgin Gorda in BVI is equally excellent. And still undeveloped. Not many big resorts there either. The beaches are awesome in both areas.
It depends what your looking for. I would say there is less to do in the BVI than the USVI. Boating and beaches are very big in the BVI.
I have never been to St Croix so I can't speak for that island. But St Thomas has fantastic shopping, restaurants and beaches. It has more night life. If that's what you are looking for. St John has great shopping to and the beaches are wonderful but less night life. Actually I prefer the quieter side of St John (Coral Bay)
In conclusion both the USVI and the BVI are very nice places to visit, and they are equal in different ways. BVI is not as built up as the USVI.)
okay...my favorite place....I'd start with St.John but being able to arrive in St.Thomas, take a ferry to St.John is good - St.John for snorkeling and of course the national park.....great sailing in that area......BVI ...mmm, sailing good, Tortola excellent laid back place....Long Bay Beach awesome...hard to choose. Resorts on the islands are kept exceptional....see Tripadvisor.com if going to vacation there.....

British, but barely... I just love "The Baths" too much to choose the US Virgin Islands. Google or Yahoo them and you'll find out why.
