Full tilt poker is the best site that will accept US and canadian citizens. You can find the complete review and latest bonus code for it at http://www.bettingwise.com/fulltiltpoker.html
Well we're talking two different countries here with 2 different sets of rules. The only site I'm aware of that doesn't take Canadians is Bodog and that's because it's owned by a Canadian and probably is worried about being arrested although it's more paranoia than anything. In the U.S. the situation is different of course and a lot of sites have been spooked into not allowing U.S. players although there's no legal basis for this. Check out my top recommendations at http://kingcobrapoker.com/poker-room-reviews where you'll see a little icon next to the sites which accept U.S. players.
first of ultimate bet and absolute are terrible if ur looking for cash game ive lost id say 90% of my sessions at the same low limit i play on FT and win consistently over 2k on .25/.50nl tables i dont know what it is there for some reason i cant beat the players there maybe the play looser and are mostly calling stations which makes my pretty aggressive style fail. Im sure if i play more id turn profit i only have like 1k hands on ap vs. the 40k hands i have on ft so really it doesnt matter what site you play anyone that has decent traffic should be ok.
http://www.spadeclub.com/ is a USA legal site and it is sponsored by cardplayer magazine. Use the code ACESFULL and you get a 2 week free trial. You can win real cash and they do payout. I've won a few tournaments on the site.

My favorite two are FullTilt http://gamblingreviewssite.com/FullTiltPoker.php and BookMaker http://gamblingreviewssite.com/BookMaker.php I like FullTilt for the best dedicated poker site and BookMaker is great because they also have an excellent casino and the best online sportsbook! You will find complete independent reviews of both sites at http://gamblingreviewssite.com/pokertips
