If it is lint then you could pick it out or wash them but leave the lint in and color your dreads with a natural semi permanent color that matches yours to hide the lint.
Otherwise you can do a deep cleaning treatment; hot water, baking soda, lemon juice, &/or apple cider vinegar let sit for at least 30 min and get a high pressure detachable shower head to help cleanse and push out and dissolve the build up. Repeat if necessary.
If the problem is dandruff then you could use shampoo or other products containing tea tree oil/extract and all natural aloe vera gel, also adding a few drops of sage and rosemary extracts/essential oils (they are not greasy) can help with flaky scalp/dreads.
