My daughter is 20 months old, she has been doing a lot of slavering for about 5 months now. sometimes her top is wet right down to her belly button. i no this could be caused by teething but could it be anything else? Some family members have said i should take her to the doctors because its so bad! She sometimes uses a dummy but that makes it even worse.

There are medical conditions that can cause this but if she seems fine, otherwise, I wouldn't worry. My 3 year old drooled constantly until close to his 3rd birthday. I took him to the doctor more than once for this and was always told he's teething. I, personally, thought there was more to it than that (b/c other kids don't drool like he did, lol) but it all stopped around his 3rd birthday and is healthy so I don't worry about it anymore. Looking back, I guess it probably was teething since it stopped right after he got his last molar.
If it's causing a rash, you can put some Vaseline on her chin to prevent that from happening. I always had to put a temporary shirt on my son and change it right before we got to where we were going (when it was important for him to look nice and clean), lol.
I asked this question about a year ago (ironically, the drooling stopped right after that): http://answers.yahoo.com/question/index;_ylt=AmN6r...
EDITED -
She may be teething. It's normal. Just put a bib on her so she doesn't drool on her shirt and she'll be fine. :)
