You have a Li Ion battery by the sounds of things. These have a very flat charge/voltage curve so are hard to judge. The smart charger is doing a voltage/load assessmentof the battery and giving you its best estimate. After you go through a complete discharge cycle (run the machine until it runs low) or two, and not remove the battery, the estimate becomes more reliable.
