It sounds like the tip inside the cap is clogged with debris, as anyone knows who uses one with any regularity. It can be quite aggravating!!
I have about 250 roses so I use my big garden pump sprayer all the time. I have had the sprayer tip plug up many times and I got tired of running over to the faucet and cleaning the clog out every time.
So a little trick I learned to get me by until I am done spraying all my roses is... I carry around in my pocket 'tooth picks', I unscrew the cap and run the toothpick in and out of the cap dislodging any debris there and then I do the same tooth pick trick, with the tip the cap attaches to... you'll see a little hole there as well that can clog with debris in and around it.
Then that done, I just tap the uncapped wand lightly against a handy tree or fence to make sure I got it all and then put the cap back on and I start spraying again.
It took me longer to explain than it actually takes in practice. It really works and saves me time, too.

It's probably got a bad rubber washer and is allowing air to pass through.
