Well i am 15 african american

I used to have a yeast infection awhile ago but that already had been treated by a doctor from some type of pill the symptoms and things went away

Lately I have been itching on my vagina and when i scratch to much i usually get bumps around my vagina

It COULD be a yeast infection. Without an odor or any itchiness I doubt it, however. If it persists call a doctor or talk with a pharmacist.

You can go to the store and get Monistat 7 to wipe it out, and I would suggest taking AZO yeast pills every day from here out - that helps prevent it from coming back and I speak from personal experience.

Are you sexually active?

If so please go get checked for STDs...sounds like TRICH to me
