Actualización:Bueno si nos vamos al orden Cronológico. lógicamente Chaplin cobra mas vida en esta "autoría" pero no he conseguido nada de el al contrario de Quino y Woddy y ahora ese otro que mencionas, ya que son humoristas de esos años 70's

Creo que para enredar más tu pregunta, he encontrado otro cómico al que se le atribuye eso.
El autor real de esas frases es el cómico Sean Morey. Resulta que Sean Morey lo escribió en los años 70 e incluso lo dijo en "The Tonight Show" con Johnny Carson en los años 80.
