Sixteen-year-old guys are going to expect more. While that doesn't necessarily mean sex, it means that he's not going to expect to date for a month before you move from lip-kissing to making out. That's totally normal for some thirteen-year-olds, but is ridiculous when you're 16 - unless you're two very reserved kids (which is fine, but very uncommon).

Personally, while 14 and 16 is fine, I think that at 13 he might see you as a bit young - or be worried his friends would make fun of him ("Whoa, cradle-robber, can't get anyone your own age?" etc.) I don't know how much experience you've had - if this is your fourth boyfriend and you're fairly comfortable, then it'll work a lot better than if you've never had a boyfriend and have only ever held hands... once... when you were nine (or whatever). I mean, if I were an 16-year-old boy I MIGHT date a 13-year-old, but not if I'm the first guy she's ever dated because then she'd probably seem too immature. I'd probably be more likely to if it were 14/17,

And it's hard because he will see you as his kid sister's friend... when you're three years younger, that works against you. Best of luck though. Just feel things out to see if he's even remotely interested before you really start flirting, or else you'll be the younger girl who really likes him - and he and his friends will be very entertained by that, which you don't want, I'm sure. :)

Well, Bri. It seems you are a bit young. But if you do really like i think you should go for it, if he doesn't like you the same way, it'll hurt, but atleast you tried. I also think it's good for the guy to be older, because scientifically speaking, girls mature faster than boys. Ofcourse a girl wants a mature boy, but also the boy wants a mature girl.
